Guidelines for Postrelease Mitigation Technology in the Chemical Process Industry (Center for Chemical Process Safety (Ccps)

Introduction
This book puts together a body of very recent information never before presented in one volume on the design of post-release mitigation systems. The development of a fundamental knowledge base on post-release mitigation systems, through testing and data correlation, is very new. While further research and development is needed, this practical work offers guidance on putting post-release countermeasures to work now. The book presents current engineering methods for minimizing the consequences of the release of toxic vapors, or ignition of flammable vapors, including passive and active systems intended to reduce or eliminate significant acute effects of a dispersing vapor cloud in the plant facility, or into the surrounding community. As in all CCPS works, the book emphasizes planning and a systems approach, shows limitations of any methods discussed, and provides numerous references so that the reader may continue to learn.
Content:
This guideline has been organized to meet the needs of readers who are
new to the concept of postrelease mitigation and who are interested in
learning about techniques available for mitigating specific scenarios. To
help each reader determine where to look in the guideline, a short description
of each chapter's contents is provided below.
Chapter 2—Overv/ew of Release Scenarios and Postrelease Mitigation
This chapter provides an overview of the different types of releases that can
occur, the consequences of the discharges, and a general description of
available postrelease mitigation measures.
Chapter 3—Vaporization Reduction
This chapter describes the mechanism of vaporization from a liquid pool
and the techniques that can be used to reduce the rate of vaporization of a
spilled liquid.
Chapter 4—Fluid Curtains
This chapter covers the use of fluid curtains of water, steam, and air to
mitigate the effects of a release.
Chapter 5—Secondary Containment
This chapter discusses various containment techniques that can be utilized
to control a released material.
Chapter 6—Detection and Response
This chapter provides an overview of means to detect a release that has
occurred and support planning for emergency response.
Chapter 7—Examples of Mitigation Effectiveness
This chapter uses consequence modeling to evaluate the effects of various
postrelease mitigation measures.
